Good comment's take quite some time to compose. Therefore, it's just laziness. If they just wanted to hear the music, they can rate by just clicking a button and remain anonymous because they need to reason to explain why they voted. However, composing a review would either take you at least a minute, or having it deleted. I might review some of yours though.
